MANDATE OF THE DEPARTMENT:
The Department of Finance and Accountability (DFA) is responsible for coordinating resource allocation at all levels, monitoring the financial implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery.

The Department of Finance and Accountability works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the UNAIDS Strategy for 2016-2021.
Main tasks and Responsibilities of the Position:
Under the direct supervision of the Chief, Budget and Resource Management, the Budget and Allocations Officer supports monitoring budget allocations, develops and maintains budget tracking tools and ensures accurate workplan and staffing structure, results and funding sources established in the ERP System.

He / she has the following key responsibilities:

1. Develop and maintain a database and monitoring tools containing all approved budget allocations, which can be rapidly updated, supports monitoring and implementation and provides a stable reporting capacity.

2. Actively contribute in the development of UNAIDS overall budget and regular budget implementation reports by compiling and presenting information in the form of reports and analyses with tables, charts and graphs based on calculations, estimates and projections.

3. Analyse budget and expenditures by ensuring accuracy and consistency of budgetary data through generation of periodic implementation reports at global, regional and country level through the Enterprise Resource Planning (ERP) System.

4. Review workplans and ensure they are uploaded in the ERP according to the approved Organizational budget, results hierarchy, accountability framework, approval levels and established deliverables.

5. Coordinates with WHO counterparts the establishment of the UNAIDS results hierarchy and changes in organizational structure in ERP system.

6. Manage budget parameters of all positions in ERP and ensure they correspond to the approved organizational staffing structure, results and funding sources and coordinate position mapping between Budget and HR teams.

7. Responsible for UNAIDS Programme Budget allocations periodic analysis to ensure accurate alignment to the approved UBRAF Budget and Results.

8. Help resolve issues with regard to awards, funding sources and positions by maintaining and, as and when required, adjusting approved records related to workplans, budgets and ERP modules.

9. Train and provide guidance to staff by improving their day-to-day technical skills in workplan management, operational planning and other modules in the ERP system.

10. Perform other related duties as requested.
REQUIRED QUALIFICATIONS
Education:
Essential:

Advanced university degree at Master\'s level or equivalent in Public Administration, Economics, Business administration, Accounting, Finance or another area related to the duties and responsibilities. For internal candidates a first university degree and 4 years of relevant work experience will be considered as equivalent.

Experience:
Essential:
At least two years\' experience in the areas of budget and finance including advanced knowledge of Enterprise Resource Planning (ERP) system, and advanced knowledge of Microsoft Excel.

Desirable: Ability to work in computerized accounting and budget systems within the UN and proficiency in relational databases.
Languages:
Essential: Excellent knowledge of English.

Desirable: Knowledge of French and/or another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization\'s Mobility Policy.
Annual salary: (Net of tax)
USD 61,680 at single rate Post Adjustment: 40.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
